The office aims to ensure that Oregon's mix of energy resources minimizes harm to the environment and reliably meets the state's needs. To meet this commitment, the office formulates energy policies, advances the development of renewable energy resources, and evaluates whether proposed energy facilities are economically and environmentally sound.

Energy Trust of Oregon, Inc., is a nonprofit organization dedicated to changing how Oregonians use energy by promoting energy efficiency and clean renewable energy for Oregon customers of Pacific Power, Portland General Electric, and NW Natural. Energy Trust offers Oregonians cash incentives for energy-efficient improvements to their homes and businesses. The Energy Trust's renewable energy programs offer financial assistance for the generation of electricity using wind, biopower and solar energy. Energy Trust supports the development of wind power projects ranging in size from large utility-scale wind farms to projects less than 1 kW. In addition to financial incentives, Energy Trust offers project development assistance and assistance in obtaining project co-funding.
